Cupola Policy & Strategy is a Canadian-based firm founded by public policy practitioner Mattie McMillan, MSc.
Cupola provides policy science services in the Canadian context, through policy evaluation, event & process reports, and bespoke work for organisations, institutions, academics, and others seeking to navigate and understand the intersections of policy landscapes. We organise thoughts, processes, and personnel to apply tactics to achieve strategic ends and have been doing so with success from Vancouver Island to Cape Breton.

Lt(N) Mattie McMillan ret’d, MSc, brings knowledge and deep strategic experience to the table.
Born & raised in Calgary, Alberta, Mattie started her career in policy as an executive the University of Calgary’s Students’ Union, later managing the Albertan Calgary-Cross constituency office, before shifting towards supporting industrial & trade reforms, regulatory reviews from land, to transportation, to energy, and providing advisory support to decision makers across Canada. She is renown for applying policy lessons to campaigns, organizing fieldworkers and coordinating tactics to serve strategy making gains, winning elections, and ‘flipping seats’ across Canada.
She holds a Masters of Science in Public Policy & Management from SOAS, University of London and a Bachelors of Arts in Political Science from the University of Calgary.
Our work aims to be EDI respective, ESG impactful, and positive sum oriented.
We started in Treaty 7 and work to better honour it. Bolstering Treaty & consentual coexistence in places without, and the spirit of reconciliation & two-eyed seeing, is a priority everywhere we tred.
We value the respect of reasonable accommodations, the power of diversity, and that stumbles can be made into strides.
